National Criteria for Ground Search and Rescue

Volume 3 - MANAGEMENT

CRITERIA

A.  PROGRAM

The items covered under BASIC and ADVANCED criteria are pre-requisites for the MANAGEMENT level criteria.

Advanced Responsibilities in leadership areas.
Experience in Search leadership.

B.  GENERAL OPERATIONAL

Knowledge/recognition of responsibilities involved

  • legal requirements and responsibilities
  • regional differences
  • applicable local, provincial/territorial or federal responsibilities

Preplanning

  • local/team policies and guidelines
  • transport and logistic basicsimplementation of previous feedback
  • ICS  and modified ICS management structures
    • descriptions of duties and task assignments
  • establishing cooperative relations and resource contacts with other agencies

Site Management (Establishment of Command Post and Logistics)

  • site selection
  • physical setup of search base (variations according to local resources)
  • logistics/supply of search base
  • progression/evolution of command structure (through operational periods)
  • site security establishment and supply of field camps

Record-Keeping (Tracking People and Equipment)

  • legal implications
  • "scribe” responsibilities assignment
  • registration of resources
  • computer programs assignment if applicable
  • keeping records of assignments, radio log, operations log, financial records, maps and overlays, charts and objectives
  • demobilization (general)

Managing the Search Function

Planning

  • size up:  data, contingencies,  urgency evaluations, objectives, subject information, available resources, local organization and situation vulnerabilities
  • lost person behaviour
  • initial search strategies and tactics - lost person behaviour, defining search areas and segments
  • assembling and assigning resources for maximum efficiency
  • strategies and tactics for second and later operational periods    
  • planning for transition to next operational period
  • changing Probabilities: third and subsequent periods

Execution

  • communicating with search teams
  • rescuing and evacuating the located victim  
  • handling evidence and fatalities
  • outside Influences:  media,  politicians,  relatives

Demobilization (specific)

  • suspension
  • recall/checking out
  • incident debriefings and feedback
  • critical incident stress management
