Approved Merit List for 2008-2009

Since the NSS provides SAR NIF funding based upon available financial resources, it is important to note that not all of the projects identified on a Merit List will necessarily be funded.

Harbour Emergency Group Exercise Program Department of Fisheries and Oceans Strengthen the interagency response to major SAR incidents by developing self-sustaining, multi-jurisdictional exercise groups in each of the four key communities on the BC coast. The organizational model and progression of exercises will be modelled after the successful Victoria Harbour Emergency Group. 2 $ 150,161.00
Casualty Tracking System for Multiple Casualty Incidents Department of Fisheries and Oceans Develop a system (CASTRACK) to track and account for all casualties involved in major marine incidents, in particular an incident involving a large passenger carrying vessel. This tracking system must be readily and consistently deployable at a variety of scenes. CASTRACK will be deployed to all CCG units, with potential for adoption by other response agencies. 2 $ 226,309.43
Installation of Environment Canada's Weather Radio Broadcaster Service to Vulnerable Northern Communities Environment Canada Install Weatheradio service to vulnerable northern community and bring 24/7 continuous broadcast of weather information including warnings. 3 $ 1,832,988.00
Mitigating the Hazard of Ice Fog and Freezing Fog in Northern Latitudes Environment Canada Better understand the hazards associated with ice fog and freezing fog in northern latitudes and improve detection through the application of satellite based remote sensing instruments and statistical tools for forecasting ice and freezing fog conditions. The results will support better public forecasts of these hazardous conditions. 3 $ 624,000.00
Enhancements of Ocean Surface Wind and Ocean Currents Analyses and Forecasts Through Data Assimilation into Operational Models Environment Canada Improve the quality of sea-surface wind analysis and forecasts by incorporating scatterometer measurements from operational satellites into the CMC data assimilation to improve forecasts of ocean surface currents. 3 $ 925,298.00
Building a Sustainable Framework to Advance GSAR - GSARCC Action Plan Royal Canadian Mounted Police Enable the Ground Search and Rescue Council of Canada to lay the foundation for a sustainable planning and management framework that will provide clear direction to monitor, enhance and advance ground and inland water SAR in Canada, while coordinating with federal SAR. 3 $ 258,658.80
Building a National Framework - SARVAC Royal Canadian Mounted Police Address key areas identified by the Search and Rescue Volunteer Association of Canada (SARVAC): 1) modernizing the mandate and focus of SARVAC to ensure it remains relevant; 2) develop a public education and awareness strategy to reduce the number and severity of SAR incidents; and, 3) develop a national training and exercise strategy for its members. 3 $ 1,269,840.70
Emergency Management BC/Provincial Emergency program NSS SAR NIF 08/09 British Columbia Enhance the safety of volunteer SAR responders by collecting and analysing SAR responder injury report data; create a training and operations activity logbook for SAR volunteers; creation of a pocket field reference guide and increase capacity to track SAR volunteers in the field via a VHG based automatic position reporting. 3 $ 1,154,298.82
Enhancing the Volunteer Search and Rescue in Manitoba Manitoba Enhance SAR in the province through multi-agency training exercises; increase response capability in Northern Manitoba by offering basic and team leader GSAR courses; enhance SAR capabilities and promote interoperability through the acquisition of advanced GPS technology and support continued development through a train the trainer program for GSAR. 3 $ 133,711.25
Strategy for the Development of a Cohesive Network of GSAR Teams New Brunswick Improve and advance the New Brunswick Ground Search and Rescue Program by developing consistent policy and procedures to facilitate strong partnerships among all emergency service providers. 3 $ 510,806.60
Newfoundland and Labrador Omnibus Proposal Newfoundland and Labrador Establish nine regional helicopter high line rescue teams in the province of Newfoundland and Labrador. 1 $ 179,334.94
NSGSARA GPS & Computerized Mapping Project Nova Scotia Equip the Nova Scotia Ground Search and Rescue Association (24 teams) with GPS units that will enhance volunteers safety, help with location objects and persons by providing exact location of evidence; ensure uniformity and standardization between all teams and increse public safety and awareness. 2 $ 328,499.00
